textlive 2012: missing biber dependencies

Slight change in plans: I've decided to move biber.exe to the 
texlive-collection-bibtexextra package so that I can more easily keep it 
in sync with biblatex without having to rebuild all the texlive 
binaries.  So watch for an update to texlive-collection-bibtexextra.
