/usr/sbin directory not included in PATH

Package util-linux installs fdisk.exe in /usr/sbin but that path is not 
added to PATH variable, so can't be run directly,

$ echo $PATH
/usr/local/bin:/usr/bin:/cygdrive/c/WINDOWS/system32:/cygdrive/c/WINDOWS:/cygdrive/c/WINDOWS/System32/Wbem

Is this intentional?
