cygwin won't create .bashrc / .bash_profile after installing

 have a problem when installing cygwin,
I installed it with a clean
when setup is complete, I run "cygwin.bat" but cygwin does not create
the file. bashrc and. bash_profile.

as are his or her home directory. not in C: \ cygwin \ Home \ profile
but instead in C: \ Documents And Settings \ User
