[ANNOUNCEMENT] Updated: openssl-1.0.1c-2

I've updated the version of OpenSSL to 1.0.1c-2.

This version only changes the way the encryption engines are installed.
They are now inside a versioned directory and they are apart of the
libopenssl100 package.


To update your installation, click on the "Install Cygwin now" link on
the http://cygwin.com/ web page.  This downloads setup.exe to your
system.  Then, run setup and answer all of the questions.
