Problem with tar 1.25 (request update to 1.26 please?)

The current distributed version of tar (1.25) has bugs in it which prevent it working
correctly for backups.  This is NOT a cygwin only defect.  The defect is upstream and
resolved in version 1.26.

This is addressed in version 1.26.
