Unwanted texlive invasion

I've done such things in the past, but that really doesn't work out
long-term.  If you insist on doing such things, re-write setup.ini so
you can exchange or ignore packages and yes, make your own packages if
you want or need something other than the default configuration.  All
the necessary tools to do this come with Cygwin.
