If you want to familiarize yourself with setup.exe and are interested
in actually doing some work, then you could start here:

Since this is a free software (rather than insist software or beg software)
project you can always try offering patches.  In this case, it probably
would be best to get buy-in for any changes by first discussing them in
the cygwin-apps mailing list.

Also, if you read the topic for the #cygwin channel, it should be pretty
clear that it isn't really an official support channel.  Only a couple of
package maintainers hang out there.
