Cygwin is a very large collection of software, rather like Red Hat Linux.
Does Red Hat Linux have such a certificate?
If so, or if they've applied for one, you might be able to use that as
an example of how to get Cygwin approved.

mentions the idea, but doesn't quite claim Red Hat Linux has a 'CoN'.
