Emacs 24.2.90.1 (previous-line) behavior

I can reproduce this, and it's not Cygwin specific.  The same thing 
happens with emacs-24.2.90 on GNU/Linux.  The bug is no longer present 
in emacs-24.2.92; I'll upload it shortly.
