Ctrl-C for non cygwin programs - terminal hangs for over 30 seconds

hi,
after upgrading to 1.7.20 (from 1.7.not sure) I have noticed that
Ctrl-C in terminal doesn't do what it used to.
Steps to reproduce:
1. start non-cygwin program, e.g. kdiff3 or notepad
2. press Ctrl-C in terminal
3. non-cygwin program is not terminated
4. terminal gets into "not responding" with white screen
5. If you patient (35s. in my case) the program gets terminated and
console comes back to prompt.
Workaround: use 1.7.18
