Clean Cygwin install, can't get pdftotext to run

I have poppler 0.20.5-2 installed, but pdftotext won't run:

/usr/bin/pdftotext.exe: error while loading shared libraries: ?:
cannot open shared object file: No such file or directory

I've never seen this before, I'm sure I'm missing something.  I
searched google but didn't find anything that helps.
