I mean exactly symbolic link.
It is properly created and attributed, but FS can't grant access to it
afterward - the system error message says something along the lines of "Access
to this file is not available in this operating system" (Curse microsoft for
localized error messages)

Not UI, base FS driver can't handle it properly in XP.
