I'm not familiar with gfortran, but it seems to me that you are mixing
Cygwin (libpetsc.a, libX11.a, libcygwin.a) and non-Cygwin libraries
(libblas.lib, liblapack.lib). This will not work.
Are you really using Cygwin's gfortran?
