install of whois reported error - update-desktop-database - update-desktop-database

Greetings!

I had a problem installing "whois".  "whois" was installed but there was 
an error message..

The setup.log.full says:

such file or directory

limited debug:
1) /etc/postinstall/cygutils.sh   -- file does exist and permissions OK
2) Contents of /etc/postinstall/cygutils.sh:

$ cat cygutils.sh
/usr/bin/update-desktop-database
/usr/bin/update-mime-database /usr/share/mime

3) but
   /usr/bin/update-desktop-database  -- does not exist
   (( there is a 'updatedb', though.)
   and
   /usr/bin/update-mime-database    -- does not exist
