The OCaml packages have been updated to the upstream release 4.01.0.
This is a major release with lots of changes. See

for more details about the changes in this release.
This package is now available for both cygwin-32 and cygwin-64. Note
that FlexDLL is still missing, so the 64-bit version is configured
without dynamic linking.
DESCRIPTION:
============
OCaml is a fast modern type-inferring functional programming language
descended from the ML (Meta Language) family, featuring objects, modules,
and a high-performance native-code compiler. The OCaml compiler is
developed by a worldwide distributed team coordinated by the Gallium
project-team at Inria Paris-Rocquencourt.
DOWNLOAD:

Note that downloads from sources.redhat.com (aka cygwin.com) aren't
allowed due to bandwidth limitations. This means that you will need to
find a mirror which has this update, please choose the one nearest to
