[ANNOUNCEMENT] Update: upx-3.91 (test)

UPX has been updated to version 3.91 for both x86 and x86_64
architectures.  This version includes experimental support for Win32/PE+
64bit binaries.  Additionally, this build uses LZMA SDK version 9.22,
which is marked beta since 2011.

For this reason, the release is currently marked test/experimental and
has to be selected manually in setup.exe.  Please test with your
applications and report the results to the Cygwin mailing list to help
gain the confidence to eventually make this release current.  Thank you.
