Command-line package manager: cyg-apt

Some of you may have heard of cyg-apt which is a command-line package
manager for Cygwin.  I and another developer have made extensive
updates and fixes to cyg-apt, and gotten it working pretty well:

Bug reports and patches welcome.  I've tried to contact cjcormie who
maintained the project on Google Code
(https://code.google.com/p/cyg-apt/) several times with no luck.
