Invoking Cygwin vim from Windows Explorer

Thanks, but maybe not simple enough for me.  I find a SendTo shortcut 
under my username, but can't open it.  Right clicking does not give me 
an administrator option.  As you can see, I don't know much about 
Windows, which is why I like Cygwin.
