1.7.4-1 upgrade of OpenMPI packages caused MPI to stop on Windows 7

that usually means an incomplete package installation
mpirun  is working for me on W7 64bit

$ uname -rm
1.7.28(0.271/5/3) x86_64

what is the output of "cygcheck /usr/bin/mpirun" ?

on my system is :
