[ANNOUNCEMENT] Updated: Cygwin 1.7.31-1

Cannot replicate on Windows XP SP3 with latest Cygwin DLL by launching 
Cygwin's ftp from Windows command prompt or from a bash prompt. 
Everything connects fine.
