Emacs flyspell mode can't get process lock

Exactly how do you have flyspell-mode enabled by default?  I just 
customized 'text-mode-hook' and chose the option 'turn-on-flyspell'.  It 
works fine.  I've exited and restarted emacs several times to be sure.
