Can gFortran Link Against Cygwin netCDF 126.96.36.199 Library?

That sounds like you are trying to link against a non-Cygwin netCDF.
If the "/cygdrive/c/Program Files (x86)/netCDF 220.127.116.11/lib" contains
.lib files and not .a files, that is most likely your problem.
