[ANNOUNCEMENT] TEST RELEASE: Cygwin 2.4.0-0.16

Hi Cygwin friends and users,


I released TEST version 2.4.0-0.16 of Cygwin.  This fixes setfacl's
-m/-x problem reported in https://cygwin.com/ml/cygwin/2015-12/msg00274.html

Due to the imminent holiday schedule, I postponed the official release
of Cygwin 2.4.0 to early 2016.

Testing is still highly appreciated...
