Functional Cygwin GTK with native win32 backend

Many programs that originally target Linux have been made available to
Windows users by means of packaging them with GTK et al. It's not too
surprising that this would work.

GTK is already available through Cygwin with the X backend and the
PTBs[0] here like it that way.
