[ANNOUNCEMENT] Updated: gcc-4.9.2-2 (x86/x86_64)

gcc-4.9.2-2 has been uploaded for 32bit and 64bit Cygwin.

* Restored 4.8.x compile time -pthread behavior, to not error out,
doesn't actually do anything for now.

* Reapply libgcc dw2 patch that went missing from -1.
