regtool load gives access denied

Wow, thanks!  That was fast.  

I tested regtool restore in the snapshot, and it works fine.  I saved a
subkey with regtool save, deleted part of the subkey from the registry,
then ran regtool restore.  The subkeys I had removed were restored.
