It doesn't occur when upgrading from internet.  Only if you choose
"Install from Local Directory".  The reason is, the local directory is
usually a snippet of packages as collected from various mirrors, in
different versions.  When installing from local directory, Setup has to
check which versions of which packages are available.  Naturally only
those packages can be chosen and installed.
