Cannot write backup file; backing up in ~/.emacs.d/%backup%~

Emacs issues this warning when you have no write access in the directory
where the file you're editing resides.  Based on the assumption that you
would have those rights in your home directory it then falls back to put the
backup copy into ~/.emacs.d instead.
