Maven Cygwin native Package?

Can you give me more background why is there no native OpenJDK and 
perhaps also no native Oracle Java?

If I have the idea to create an cygwin package for Maven3, I have first 
t create an OpenJDK or an Oracle Java native package? Is that the trouble?
