Okay, so that's pointing to the problem probably being an upstream
regression (I know upstream has done work recently to try and be
friendlier to drive letters, so this may be an unintentional regression
there).  But I know for sure that it was this release that exposed the
problem - I built bash 4.3.33 on Feb 6, then you released make 4.1 on
Feb 16, and I confirmed that I cannot rebuild that version of bash with
the new make, at least not without new workarounds.
