the file is part of perl_base
Try re installing it

On my system the file is present:

$ ls -l /usr/lib/perl5/5.14/i686-cygwin-threads-64int/auto/IO/IO.dll
-rwxr-xr-x 1 marco None 18K Feb 17 21:53 
/usr/lib/perl5/5.14/i686-cygwin-threads-64int/auto/IO/IO.dll
