XWin Server fails to start with keymap failure, strace log attached.

One of the pages I found googling said that the /var/lib/xkb was missing, and that the symbloc link pointing to it therefore was pointing to nothing.  The person said he created the directory to get it working.

I found it at http://permalink.gmane.org/gmane.os.cygwin/153378 the page says cygwin@cygwin.com so I thought it was a mirror to your site.  It must be old stuff.
This directory should exist, containing a README.compiled, created by the xorg-server-common package.

I am not sure what the input file should be see all I see is the error message "Error: No input file specified".  If you know what the path is I will run it and see if it works.

I do have Windows Defender and Malwarebyte installed, but the write up doesn't say the killing them will change anything.
I don't see an option to exit out Widnows Defender and googling seems to talk about turning it on.  What is the defender name so I can kill it in the background via Task Manager?
