cygwin issues with Cumulative Update for Windows 10 for x64-based Systems (KB3093266)

I have to get some work done in cygwin, so I uninstalled the Win update.

Cygwin (mintty) is working as it should with the Win updated backed out.

I will try to reinstall the Win update and Rebaseall later today.

I don't think there were errors when I did the cygwin install (Sept. 21).
