rebase by setup

If nothing has changed, then besides the check if there is something new to
rebase nothing is actually done by autorebase.  That check looks up the
timestamps of the files in /etc/setup, so unless you have some truly awful
disk performance or something is mucking with the timestamps this shouldn't
take long.
