Bash unable to print epoch timestamp

Bash outputs no value when using it's built in method of printing an 
"epoch" timestamp.

BashCommandLine#: printf '%(%s)T' -1

I've verified the same behavior with others on IRC.

Below are my relevant pieces of cygcheck.exe -s
