Post install script zp_texlive_finish.dash of TeX Live-update fails

So this appears to be a permissions problem rather than a TeX Live problem.

I don't know why this would happen.  Does the file exist?  If not, is 
there a message in setup.log.full indicating that the file couldn't be 
written?

It doesn't mean anything to me.  You might have to wait until Corinna 
gets back from vacation, unless someone else here can help you sort out 
the permissions problems.
