CVS version 32 vs 64-bit

Is there a reason there’s a different version of cvs in 32-bit vs 64-bit Cygwin?

32-bit shows 1.12.13-10.
64-bit shows 1.11.23.

(Yes, I know, git forever, but not everyone got the memo.)
