[ANNOUNCEMENT] Updated: _autorebase-001007-1

The _autorebase package has been updated to avoid rebasing flexdll
libraries for OCaml that are not rebaseable.  This function was supposed
to be introduced earlier this year, but unfortuntately a bug prevented
it from working until now.
