you are right. It is also true for ko_KR, but the
order in /usr/share/locale/locale.alias
was hiding it
$ locale -a | sort | uniq -d
ja_JP
ko_KR
$ locale -av |grep ko_KR
locale: ko_KR archive: /cygdrive/c/Windows/syswow64/kernel32.dll
locale: ko_KR.utf8 archive: /cygdrive/c/Windows/syswow64/kernel32.dll
locale: ko_KR archive: /usr/share/locale/locale.alias
