* mingw64-x86_64-jasper-2.0.12-1

The JasPer Project is an open-source initiative to provide a free 
software-based reference implementation of the codec specified in the 
JPEG-2000 Part-1 standard (i.e., ISO/IEC 15444-1).

This is an update to the latest upstream release.  Please note the previous 
release had an improperly handled ABI break, so all packages using jasper 
should be rebuilt ASAP.
