ocaml-4.04.2-1 nums.cma fails on Cygwin64

Dear Cygwin / OCaml maintainers,

using Cygwin64 2.8.2 with the included ocaml-4.04.2-1 produces the
following failure:

$ ocaml nums.cma
Cannot load required shared library dllnums.
Reason: /usr/lib/ocaml/stublibs/dllnums.so: flexdll error: cannot
relocate RELOC_REL32, target is too far: 0xfffffffc02c4c753  0x2c4c753.


This is a specific problem of the 64-bit version: 32-bit Cygwin works fine.
