[ANNOUNCEMENT] cygwin 2.9.0-3

The following packages have been uploaded to the Cygwin distribution:

* cygwin-2.9.0-3
* cygwin-devel-2.9.0-3
* cygwin-doc-2.9.0-3

This release should fix a regression reported in 2.9.0:

Also included is a workaround for building with GCC 6.
