Thanks for tracking this down, Marco. So the workaround is to downgrade
to the previous version of libOSMesa8.
I noticed that for the latest mesa, Yaakov switched from an autotools
build to a meson build. I wonder if the problem with cygOSMesa-8.dll is
an unintended side effect of that switch. I tried building mesa-18.0.1
using autotools instead of meson (taking the configure arguments from
the cygport file used for mesa-17.3.8), and the resulting
cygOSMesa-8.dll does export glBegin.
