GCC update for Cygwin 2.10

JonY,

We will need a new GCC release without libssp, built with and released
in conjunction with Cygwin 2.10.0, due to the inclusion of a built-in
SSP implementation.  That is covered by the last of the commits below;
the rest are other improvements which I would appreciate if you would
consider.
