running self compiled 32 bit binary on 64 bit Windows?

Cygwin is NOT Windows. Neither it is Linux, per se.

Ignorance is rarely an excuse, if ever.
As I said previously, you have to transfer the cygwin1.dll of appropriate
architecture to the host where you intend to run your application.
Same for Linux.
