UPX compressed setup-x86_64.exe crashes on Win10

You only need a UPX executable, you can get it from upstream:

https://github.com/upx/upx/releases

And (somewhat uncharacteristically) they actually adhere to the informal
standard of using "-d" to indicate that you want to decompress.
