with LS_COLORS customized, ls's color scheme reverts when cd'ing to directories not under HOME

Your eval quoting is slightly different than mine - maybe that's it?

eval "`dircolors -b ${HOME}/.dircolors`"
alias ls='ls --color=auto -p --append-exe'
# --color=auto colorize ls listing
# -p add "/" to directory names
# --append-exe append .exe if cygwin magic was needed

alias egrep='egrep --color=auto'
