Cygwin Setup says, "could not open /etc/xml/catalog for saving // add command failed". Am I safe to ignore it?

No, the file is correct.  The following worked for me:

 > chmod a+x /etc/xml/catalog
 > /etc/postinstall/fontconfig_dtd.sh.done
