Cygwin doesn't handle SIGWINCH properly in Windows Terminal

Do these changes (still?) honour stty flags like isig, ixany, noflsh and handle 
interrupt character settings for e.g.:
	intr = ^C; quit = ^\; swtch = ^Z; start = ^Q; stop = ^S; susp = ^Z;
	discard = ^O;
?
