Hi Fxzx,
not tested but, I would guess you need the mingw64-x86_64-zstd package

https://cygwin.com/packages/x86/mingw64-x86_64-zstd/mingw64-x86_64-zstd-1.5.0-1
as its content includes a static lib

usr/x86_64-w64-mingw32/sys-root/mingw/lib/libzstd.a
